									<p>In the wake of a pandemic that tore through the social and economic fabric of nations, India, known for its mosaic of cultures, languages, and faiths, witnessed not only its people&#8217;s vulnerability but also its civil society&#8217;s resilience. Among the vanguards of this resilience stood the <a href="https://www.aiwc.org.in" target="_blank" rel="noopener"><strong>All-India Women’s Conference (AIWC)</strong></a> a pioneering women-led organization that, for nearly a century, has been championing the cause of peace, communal harmony, and national integration. Amid a world threatened by fear and fragmentation, AIWC emerged as a gentle but determined force, echoing <strong>Mahatma Gandhi</strong>’s belief that <em>“peace is not the absence of conflict, but the ability to cope with it.”</em></p><p>Founded in 1927, the AIWC’s journey of promoting harmony began long before the COVID-19 crisis. But during the pandemic, its mission took on renewed urgency. While many institutions retreated into isolation, AIWC expanded its outreach—<em>feeding the hungry, educating the isolated, healing the divided</em>. The work was not simply social—it was civilizational.</p><p>India’s <em>Directive Principles of State Policy</em> (Article 51A) enshrine the duty of every citizen to “promote harmony and the spirit of common brotherhood.” These values, reflected in the AIWC Constitution under <em>Article 4,</em> are not ornamental ideals but functional necessities in a country as plural as India. As philosopher Dr. Radhakrishnan once said, <em>“Tolerance is the homage which the finite mind pays to the inexhaustibility of the Infinite.”</em> AIWC has paid this homage actively through service, dialogue, and solidarity. The organization’s belief in <em>Vasudhaiva Kutumbakam</em>—&#8221;The world is one family&#8221;—is not merely rhetorical. It is a lived principle, reflected in how AIWC responded to the pandemic not just as a public health crisis, but as a test of the Indian soul. With an agile, decentralized model, AIWC’s members coordinated with local authorities to distribute cooked meals, groceries, vegetables, and hygiene products to the most vulnerable populations, including daily-wage earners, single mothers, domestic workers, elderly citizens, and religious minorities. This assistance was extended without bias—an intentional stance to promote solidarity across caste, religion, and class divides. AIWC also worked closely with healthcare and police personnel, embodying the spirit of collective civic duty in difficult times.</p><p>Branches like AIWC Raiganj in West Bengal held extensive outreach with Anganwadi workers and rural women’s groups. AIWC Sanju Women’s Welfare Association, Chennai, conducted interfaith prayer sessions during National Integration Day. In Hyderabad, the branch partnered with the Gitanjali group of schools to launch a youth wing and conducted competitions that saw participation from over 300 students. AIWC Kakinada initiated an AIWC-Youth Wing at Nannaya University and held tree plantation drives alongside unity awareness campaigns. The Priyadarshini Mahila Samajam and Neyyattinkara branches in Kerala organized four awareness programmes with Self-Help Groups, distributed flag stickers, and fundraised despite limited resources.</p><p>AIWC Rajkot (Gujrat) hosted a major event on 27th February 2020 at Saurashtra University with broad academic participation, while AIWC Lucknow (U.P.) celebrated India’s cultural tapestry on 2nd March 2020 at Avadh Girls&#8217; P.G. College. In Haridwar, Jagiriti Women’s Conference hosted a webinar on “Communal Harmony and National Unity,” attended by AIWC leadership. The Bikaner (Rajasthan) branch conducted a seminar highlighting the vital role of women in promoting national unity, stating, “No religion teaches violence—communal harmony is the foundation of our nation.”</p><p>Beyond material aid, the organization tackled another equally urgent task: preserving societal harmony in an atmosphere of fear, misinformation, and alienation. The economic uncertainties and psychological stress of the pandemic had the potential to exacerbate communal fault lines. Recognizing this, AIWC intensified its focus on promoting trust, peace, and interfaith unity. A landmark step in this direction was its collaboration with the National Foundation for Communal Harmony (<strong>NFCH</strong>), an autonomous body under the Ministry of Home Affairs, which had provided aid to over <strong>13,500 </strong>children impacted by communal violence. The Central Zone focused on “Responsibilities of Citizens,” while the North East discussed mental health and peace during crises. South Zone (A) reflected on unconditional aid given to migrants, and West Zone emphasized civic duties post-pandemic.</p><p>Importantly, AIWC&#8217;s initiatives highlighted the unique role of women in nurturing peace and harmony, both within homes and in public life. Through sessions such as <em>“Women in Satyagraha: A Continuing Legacy”</em> with scholars like Prof. Sachidanand Mohanty and Dr. Varsha Das, AIWC reclaimed the role of women in non-violent resistance. Similarly, Prof. S.R. Bhatt, speaking on <em>“Ahimsa: A Vehicle for Peace,”</em> reminded us: “The power of Ahimsa is greater than the power of intellect.” Sister B.K. Shivani, in the <em>“Anekata Mein Ekta”</em> webinar, stressed forgiveness, empathy, and inner peace as tools for outer harmony. These were not abstract philosophical explorations; they were deeply practical lessons drawn from lived experiences of caregiving, negotiation, and emotional labour—domains where women already play central, though often invisible, roles.</p><p><strong><em>From Relief to Reconstruction: A Civilizational Ethic</em></strong></p><p>As India emerged into a post-pandemic reality, AIWC didn’t retreat. It evolved. Between 2022 and 2024, over <strong>40</strong> AIWC programs reached more than <strong>2,650</strong> individuals across the country, focusing not just on charity but on rebuilding bonds of citizenship, mutual respect, and constitutional fraternity. These efforts—ranging from street plays and school competitions to youth leadership and interfaith dialogue—were premised on the belief that <em>national integration cannot be imposed from above</em>. The Tripura branch emphasized rural women’s role in promoting culture and agriculture. AIWC Dausa (Rajasthan) hosted drawing competitions to foster fraternity, while Hyderabad&#8217;s youth wing celebrated Flag Week with 318 students participating. In Raiganj, 51 members joined an NFCH-supported webinar and youth-led discussions on communal harmony.</p><p>AIWC&#8217;s message echoed the civilizational foundations of Indian thought, where peace is not only a political goal but a spiritual and social imperative. As Mahatma Gandhi once said, <em>“The best way to find yourself is to lose yourself in the service of others”</em>a philosophy AIWC embodies through its ceaseless work. Equally resonant is the perspective of UN Secretary-General António Guterres, who observed that <em>“Peace is more than the absence of war. Peace is the presence of dialogue, inclusion, and dignity.”</em> AIWC’s programming during this period thus moved from mere relief toward reconstruction—not just of physical well-being, but of social trust, civic empathy, and inter-community harmony.</p><p>These grassroots responses are not only practical but also resonate with deeper academic perspectives on how civil society functions during times of rupture. The AIWC&#8217;s approach reflects broader understanding of civic engagement, feminist praxis, and peacebuilding in crises.</p><p>Recent academic discourse has also moved beyond viewing civil society as a mere service provider, instead framing it as a critical site of democratic imagination and resistance. As Rajeev Bhargava argues in <em>Economic and Political Weekly</em>, civil society in India must be understood as a space where creative dissent and transformative citizenship emerge in response to both market and state failures. This perspective challenges the binary of state versus society, suggesting instead that civil society mediates between institutional power and lived experience. Similarly, Renu Addlakha’s work in the <em>Indian Journal of Gender Studies</em> emphasizes that civil society is not just a buffer in times of crisis—it is a guardian of women’s human rights, especially in contexts where formal institutions falter. Internationally, Yaser Alashqar’s review in the <em>Palgrave Encyclopedia of Peace and Conflict Studies</em> highlights that the role of civil society in peacebuilding is ambivalent but indispensable, capable of both healing and harming, depending on its alignment with grassroots realities and power structures.</p><p><strong><em>A Template for Tomorrow</em></strong></p><p>The All-India Women’s Conference has shown that peace is not passive. It is practiced in kitchens, community halls, and on college stages. Its commitment to communal harmony, often rooted in the everyday struggles and solidarities of women, is a reminder that national unity is not forged through slogans, but through service. AIWC’s model, infused with values of empathy, trust, and constitutional ethics, aligns not only with Indian civilizational thought but also with contemporary scholarly paradigms of positive peace and feminist care ethics viewing peace not simply as the absence of violence, but as the presence of justice, compassion, and relational dignity.</p><p>Its work affirms that civil society is not the periphery of democracy but its lifeblood, and that women’s leadership is not symbolic it is strategic. 									<p><strong style="color: var( --e-global-color-text ); font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-size: 1rem;">Two key Commissions of the International Alliance of Women — the Peace Commission and the Human Rights Commission</strong><span style="color: var( --e-global-color-text ); font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight ); font-size: 1rem;">—received credible information about women being raped and sometimes impregnated by UN peacekeepers in the MONUSCO peacekeeping mission. This information comes through reports by our members in the Democratic Republic of Congo (DRC) and media outlets. </span><a style="font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight ); background-color: #ffffff; font-size: 1rem;" href="#_ftn1" name="_ftnref1">[1]</a></p><p>We are deeply concerned for the health, safety, and human rights of victims of these horrific events – the women, girls, and children born as the result of rape.  Even worse, this shocking information echoes evidence of rape and trafficking in women by UN peacekeepers in the aftermath of the Balkan war.</p><p>Further, we are alarmed about the societal impact of this scandalous behavior on the reputation and effectiveness of the UN, the UN Security Council (UNSC), and all peacekeeping units and missions.</p><p>UN mandates are undermined by so-called peacekeepers who commit grave crimes against women and girls. Impunity for these crimes leads to more violence and undermines trust in judicial and political institutions. Without accountability for the perpetrators’ actions, women’s voices are not heard, and the cycle of violence continues.</p><p><strong>International Alliance of Women therefore</strong> <strong>calls for immediate action by the UN, as follows</strong>:</p><ol><li><strong>The UN shall investigate and prosecute alleged perpetrators</strong> and put an end to impunity for alleged perpetrators for their violent crimes against women and girls to establish a sustainable peace.</li><li><strong>The UN shall allocate adequate funds</strong> to update and improve training and instructional materials and methods regarding women’s human rights for its peacekeeping forces. This includes instructions to uphold UNSCR 1820 <a href="#_ftn2" name="_ftnref2">[2]</a>: end war crimes against women, uphold women’s human rights, provide equal protection under the law and equal access to justice, promote women’s health and safety, and hold its own staff accountable for violations of these guarantees.</li></ol><ol start="3"><li><strong>The UN shall evaluate and improve the selection process</strong> for members of its peacekeeping forces. This includes developing an early-warning system that identifies individuals with misogynist tendencies in order to proactively exclude such individuals from the peacekeeping units and missions. Further, all mission and unit supervisors, personnel observers, and ombudspersons must affirm that they will oversee peacekeeping forces to ensure the end to gender-based violence.</li></ol><ol start="4"><li><strong>The UN shall supply women and girls, especially those living in conflict regions, with information flyers</strong> outlining their human rights and protections by the UN peacekeeping forces. 									<p>IAW statement 2000 at the Board Meeting in Tel Aviv, when asked by the host organization, WIZO, to make a political statement in favour of the Israeli policy towards Palestine of that time.</p><p><em>“The IAW as an international women’s organisation working for equality between women and men since 1904 wishes to express the solidarity of its members with the women of the region in these difficult times.</em></p><p><em>We are deeply concerned with the present situation of turmoil and violence and urge the leaders of the region to immediately stop the fighting and continue their efforts to establish a lasting peace for the benefit of their peoples.</em></p><p><em>Serious efforts to return to the peace negotiations are required as a condition for building an environment that is conducive to mutual respect and under-standing.”</em></p><p>IAW as a non-partisan, non-religious organisation is of the opinion that religious fanatism and misguided nationalism are the root cause of most of today&#8217;s conflicts.</p><p>IAW condemns the barbaric attacks by the terrorist organisation Hamas on peaceful Israeli citizens on 7 October 2023, as well as the violence of fanatical Israeli settlers in the West Bank. Our sympathy belongs equally to the Israeli hostages and their families and to the Palestinian people’s suffering.</p><p>IAW hopes for a democratic consolidation of the Palestinian Authority, in order to be able to establish peace and the rule of law in Gaza, with the help of like-minded Arab countries, and with the aim of supporting a two-state solution and worldwide support for reconstruction in Gaza, as soon as the conditions for this are met.</p>								</div>

									<p>Since its inception, IAW has been working tirelessly to end gender-based violence in all its forms at national, regional, and international levels. Our Commission on Violence against Women is leading these efforts through advocacy campaigns, policy actions and programs to support vulnerable women and girls, especially in the context of national disasters or armed conflicts.</p>
<p>Over the years, we supported the struggles of the North American Indigenous women to fight the violence affecting them in their own communities and families. We promoted the WHO’s campaigns toward ending the barbaric practices of Female Genital Mutilation affecting hundreds of thousands of women and girls in Africa. We applauded the actions and public statements of our sisters from Cameroon aimed at eradicating gender-based violence in their community. We stood with the Iranian women and girls peacefully uprising against the violently imposed mandatory hijab and the killing of their sisters for incompliance with this draconian rule. We condemned the brutal sexual violence against Ukrainian women and girls by Putin’s military forces and stood with the victims and their families in demanding justice and the support of the international community.</p>
<p>Today, and every day since October 7<sup>th</sup>, we have unequivocally stood with the women and girls of Israel victimized by the horrific atrocities and gender-based violence perpetrated by Hamas. We stand with them in expressing our outrage about Hamas’ barbaric rapes and other crimes of gender-violence committed against innocent Israeli women and girls at their peaceful homes, at a community event celebrating peace or while captive as hostages. We condemn these grave crimes against humanity and call for an international outrage against the perpetrators as well as collaborative efforts to bring them to justice. Our hearts go out to the victims, their families, and the entire Israeli community for the horrific trauma and loss of lives. In light of the recently commemorated International Day for the Elimination of Violence against Women, we call on all feminist organizations and international bodies to join the condemnation of the gender-based violence perpetrated by Hamas and demand for justice to be given to the victims.</p>								</div>

									<p>IAW and its Commission on Peace actively support the world-wide implementation of <a href="https://peacemaker.un.org/node/105">UN Security Resolution 1325</a>, the subsequent United Nations Security resolutions for women, peace and security, and the United Nations efforts toward the implementation of the universal declaration recognizing the human right to peace. This implementation would further the strong commitment to build a culture of preventing war in the name of sustaining peace. It would help to protect the human rights defined in so many international treaties, but so often violated or completely lost in conflict.</p>
<p>With these principles in mind, we stand with all the civilized world in expressing shock and condemnation of Hamas’s violent assault on peace by the October 7 terrorist attack on the sovereign territory of Israel, murdering, mutilating, torturing, raping, and kidnapping Jewish, Muslim, and Christian men, women, and children, both Israeli and foreign nationals and taking 238 hostages in Gaza. We are terrified by the stories of horror and abuse shared by the released hostages and stand with the international community in demanding the immediate release of all those who are still in captivity. We urge the Red Cross and World Health Organization to visit them and ensure vital medical attention. We also call for provision of medical aid to the civilians injured in Gaza and return of the hospitals in Gaza to full functionality by restoration of power and water.</p>
<p>We urge the international bodies and national governments in the region to sustain the diplomatic efforts to restore peace. While we condemn Hamas’ use of civilians as a human shield and support the right of the Israeli state to defend itself and its citizens, we strongly oppose the Israeli government’s military response that puts in grave danger civilian lives, leads to the killing of thousands of innocent civilians, women, children, and men, and threatens to spread the war over the entire Middle East. We appeal for a diplomatic solution that will bring peace to the region and make the long-sought two state solution possible. Our thoughts remain with the affected families, yearning for security and peace. Every person has the right to safety and freedom as expressed in seminal United Nations documents.</p>								</div>

World politics condemned the war, <a href="https://womenalliance.org/urgent-call-for-action/">we called for a petition to be signed</a>, sanctions were imposed.<br />Despite all efforts, the war rages on, Russia does not withdraw but cuts a path of horror in Ukraine. People die, suffer injuries, flee, lose family homes and farms.<br />A particularly perfidious war crime by the Russians is the kidnapping of Ukrainian children to Russia, where they are subjected to re-education (brainwashing?).<br /><a href="https://en.wikipedia.org/wiki/Oleksandra_Matviichuk" target="_blank" rel="noopener">Oleksandra Matviichuk</a>, (Head of <a href="https://ccl.org.ua/en/" target="_blank" rel="noopener">Center for Civil Liberties</a>, human rights organization, one of the winners of the 2022 Nobel Peace Prize) asks in a petition to help return stolen Ukrainian children to their parents.<br /><span style="color: var( --e-global-color-text ); font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight ); font-size: 1rem;">We signed, how about you?</span></p>								</div>

That is the principle of the human rights organization Memorial, which is one of the laureates of the Nobel Peace Prize 2022. Camilla Wagner has met Alexandra Polivanova, one of the few employees who was able to continue working in the organization.</em></p>								</div>

									<p>&#8211; IT FEELS A LITTLE strange to receive a peace prize when there is no peace, says a humble Alexandra Polivanova, but emphasizes that she is of course honored.<br>She is one of the 30 or so of Memorial&#8217;s roughly 100 employees who have chosen to stay and continue the work on site in Moscow. <a href="https://www.memo.ru/en-us/" target="_blank" rel="noopener">Memorial</a> was founded when the Iron Curtain of the Soviet Union began to crack. The purpose was to investigate which crimes against humanity were committed during Stalin&#8217;s rule. The organization managed to grow and spread throughout the Soviet Union, which meant that there were chapters in the countries that regained their independence when the Soviet Union fell apart. Including in Ukraine.<br>Already in 2016, Memorial was labeled as enemies of the state and as foreign agents, but they were still able to continue their activities openly until the end of 2021. The final decision on liquidation came on February 28 of this year, four days after the war of aggression against Ukraine began.</p>
<p>ALEXANDRA POLIVANOVA, ALSO called Sasha, is quiet as she sits and drinks her green tea in a coffee shop on Mariatorget in Stockholm. At home in Moscow, she drinks her tea from a mug with the inscription: &#8220;Just don&#8217;t take yourself too seriously, don&#8217;t think too much of yourself &#8211; that&#8217;s just wisdom&#8221; (translated from Russian). The quote is taken from the short story ‘Where have you been, Adam?’ written by another Nobel laureate Heinrich Theodor Böll.<br>She cannot really decide whether the media image we in the Western world get is a true picture of Russia&#8217;s setbacks in the war of aggression or whether we embellish the picture. However, she believes that it is important to keep hope up and recall history.<br>&#8211; Two weeks before Ceausescu was executed, he had the support of the people. It can happen quickly and we cannot predict what it is that will cause the course of events to take a different direction.</p>
<p>OPINION IN RUSSIA IS divided according to Alexandra Polivanova. The elderly often have fewer channels of information and are exposed to the propaganda that is broadcast on the channels controlled by the state. In addition, they have memories of the Soviet Union and see Ukrainians as &#8220;younger brothers&#8221;.<br>&#8211; You have to remember that Russia is built on a strong patriarchal structure, she explains and talks about how masculinity and the military are intertwined and celebrated. In the past, it was even common to have military parties in kindergartens and&nbsp;now we see how that militarization is increasing again.<br>&#8211; War does not only cause death and injured people. It also means that social development is going backwards, says Alexandra Polivanova and describes how violence is legitimized and patriarchal structures strengthened during the war.</p>
<p>THOSE OF MEMORIALS employees who remain receive their salary via crowdfunding. Small donations, so small that they do not arouse suspicion, are made by a loyal crowd to keep the work going. Their main task today is to provide critical information about Russia in order to create domestic resilience. Younger people are more critical of the war, as they often have access to more sources. In addition, the young men are worried that they will be called in.</p>
<p>ANOTHER GROUP where criticism of the war is growing is the mothers of those who have been called in. They get upset that their sons have to fight with bad equipment and bad food. This is where Memorial sees potential in mobilizing resistance.<br>&#8211; Unfortunately, they are not against the war itself, but only how their sons are doing. Not because they are bad people. They just haven&#8217;t been given the right information. In the propaganda broadcast on television, Russian soldiers come and save crying Ukrainian children.”<br>So how do you look at your own safety and what risks are you taking?<br>&#8211; Of course I don&#8217;t want to end up in prison. If I knew they were on their way to arrest me, I would of course run away. But how dangerous can it be to end up in prison if you compare it to what is happening in Ukraine?</p>

									<p style="text-align: left;"><span data-language-for-alternatives="en" data-language-to-translate-into="de" data-phrase-index="0" data-number-of-phrases="7">On July 7, 2017, the United Nations Conference adopted the Treaty for the Prohibition of Nuclear Weapons (TPNW) by 122 votes in favour, one against and one abstention.</span></p><p>More details are found on the <a href="https://www.un.org/disarmament/wmd/nuclear/tpnw/" target="_blank" rel="noopener">overview page of the Treaty on the Prohibition of Nuclear Weapons</a> &#8211; UNODA (<em>United Nations Office for Disarmament Affairs).</em></p><p><span style="color: var( --e-global-color-text ); font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight ); font-size: 1rem;">TPNW has received more attention since the Russian Federation threatened to use nuclear weapons against Ukraine. Some UN member states have announced that they will follow the Russian Federation and are no more interested in the Treaty. 									<p>Participants at the NGO Forum of the 66th Session of the United Nations Commission on the Status of Women gathered on 25 March 2022 to express their solidarity with Ukraine and to discuss and draw attention to the danger that the world faces from the threat of a nuclear disaster. It was agreed that a statement be sent to all stakeholders to raise awareness of this critical issue. <br />We, the undersigned, express our extreme concern that the actions taken by the Russian Federation since 24 February, an escalation of an unprovoked and brutal war of choice against Ukraine, have resulted in an untenable situation of global danger. The seizure of the Chornobyl nuclear power plant and Exclusion Zone on 24 February 2022 by Russian troops, as well as the seizure of the southeast Ukrainian Zaporizhzhia nuclear power station on 3 March 2022 have exposed Ukraine, neighboring countries and potentially the world, to a cataclysmic nuclear threat. <br />After repeated requests to visit Ukraine, we welcome the permission granted to the Director General of the International Atomic Energy Agency (IAEA), Rafael Mariano Grossi, to travel to Ukraine to discuss urgent technical assistance needed to ensure the safety and security of the country’s nuclear facilities and to help avert the risk of an accident that could endanger all nations and the environment. However, two of Ukraine’s nuclear facilities remain under the complete control of the Russian military.<br />We demand that experts from the IAEA have immediate and unfettered access to all nuclear facilities in Ukraine, as well as access to all required information. Russian military forces must immediately and fully withdraw from Ukraine in order to allow for the full risk assessment of Ukraine’s nuclear facilities to be undertaken, along with the implementation of corrective action to comply with international nuclear safety and security standards. <br />The irresponsible actions of the Russian occupying forces have compromised the physical integrity of the nuclear reactors including their power supply, disrupted essential management routines including the rotation of work personnel, disabled safety controls including radiation monitoring systems, and disrupted vital information flows that prevent the careful monitoring of the overall stability of Ukraine’s fifteen reactors.<br />On 2 March 2022, the IAEA Director General Rafael Mariano Grossi outlined seven indispensable pillars for nuclear safety and security, many of which have been breached in Ukraine:<br />1. The physical integrity of the facilities – whether it is the reactors, fuel ponds, or radioactive waste stores – must be maintained.<br />As a consequence of Russian military activity, the Chornobyl nuclear power plant and the full area of the Exclusion Zone are endangered. The transport and storage of weapons in the area, if exploded, would result in a catastrophe of unprecedented proportions. Wildfires that occur naturally in the Chornobyl area, which is located approximately 100 kilometers north of Ukraine’s capital city Kyiv, are currently exacerbated by dry weather conditions, increasing the risk of reaching spent fuel storage and radioactive waste management facilities. In the vicinity of the Zaporizhzhia nuclear power plant, in southeastern Ukraine, Russian troops detonated bombs that had been embedded in the walls of neighboring structures in the compound. <br />2) All safety and security systems and equipment must be fully functional at all times.<br />The operation of the Chornobyl nuclear power plant was interrupted on 24 February 2022, which caused serious alarm within the international community.<br />3) The operating staff must be able to fulfil their safety and security duties and have the capacity to make decisions free of undue pressure.<br />From 26 February to 21 March 2022, the staff at the Chornobyl nuclear power plant was denied rotation, although partial rotation was allowed on 20 March. Staff is under stress, harassed by Russian troops and kept under surveillance. <br />4) For all nuclear sites, secure, off-site power supply from the grid must exist.<br />According to Ukrenergo, Ukraine’s primary energy supplier, the Chornobyl nuclear power plant suffered a cut in its electric supply on 9 March 2022 due to damage caused to power lines by Russian troops’ activity. Fighting in the area prevented repair work on the power lines. Power was eventually restored using diesel-powered generators, which allowed for the continued cooling of water pools surrounding the spent nuclear fuel, however, inadequate power can lead to catastrophic damage.<br />5) There must be uninterrupted logistical supply chains and transportation to and from the sites.<br />Presently, because of the military occupation and continued fighting in the region, neither Ukraine nor the international community can guarantee a continuous supply chain to the Zaporizhzhia nuclear power plant. Of additional concern is the lack of adequate training of Russian occupying forces, including their underestimation of the potential dangers.<br />6) There must be effective on-site and off-site radiation monitoring systems and emergency preparedness and response measures. <br />According to a report released 23 March 2022 by the Ukrainian State Agency for Exclusion Zone Management, &#8220;The Russian occupiers looted and destroyed the modern Central Analytical Laboratory in Chornobyl, which is a unique system with powerful analytical capabilities, which can provide services at any stage of radioactive waste management, from air conditioning to disposal, as well as research and technology development.&#8221; At present, essential monitoring information is unavailable.<br />7) There must be reliable communications with the regulator and others. <br />Communication between the Russian occupants and the Ukrainian atomic regulation authorities is unreliable due to the conflict situation exacerbated by insufficient training of the occupying forces. On 11 March 2022, shortly after the power supply to the Chornobyl nuclear power plant was cut, the government of Ukraine informed the IAEA that all communications had been lost. Previously, staff at the plant communicated with Ukrainian regulatory authorities by email.<br />Taken together, these violations of the seven indispensable pillars of nuclear safety and security are a serious threat which must be addressed urgently by the international community. We demand that the IAEA be allowed unfettered access to all the nuclear facilities in Ukraine as well as to information needed to ensure that the fifteen nuclear sites, which include the largest nuclear power plant in Europe, are operated and managed safely. It is imperative that Russia immediately withdraws from Ukraine and ends this unprovoked aggression.</p>								</div>
